碩士 === 東吳大學 === 法律學系 === 102 === There has been rapid development in electronic commerce (e-Commerce) in recent years, and much discussion is surrounding the “Online Store-Valued Services”issues. As the Government becomes increasingly aware of the development, and with the principal of cultivating the national e-Commerce development and protection of consumer rights in mind, the Premier Jiang Yi-Hua of Exexcutive Yuan R.O.C, has urged the “Financial Supervisory Commission”(FSC) to promote the "Network stored value payment account" mechanism through the Association of Banks. In order to expedite third-party payment services to be launched in shorter term, which allows third-party payment service providers to provide Online Store-Valued Services; Secondly, based on the “electronic ticket issuing regulations”, allowing non-financial sector third-party payment service providers to offer Online Store-Valued Services; Thirdly, in the long-term promoting the development of e-commerce and third-party payment service management professionals laws. The development of "Online Prepaid Service" in Taiwan cannot be overlooked. It is not only of great importance to the e-commerce industries, but also an highly focused subject for banking, transportation, retail, transport ticketing, payment solutions, gaming and many other industries. In the hope to facilitate the development of the “Online Store-Valued Services” industry in Taiwan, the thesis aim to investigate and research the current status of the "Online Prepaid Service" in Taiwan. And by presenting the research findings and recommendations for the relevant legislative institutions, regulations appropriate to the local customs can be established, accompanied by suitable supervising mechanisms and scope of assessment. This paper shall give legislative and normative proposals to the "Online Store-Valued Services ", based on discussions and research finds from the following papers: "Online Business architecture and development status of Online Store-Valued Services ", " Online Store-Valued Services related to existing regulations and norms View" and " Online Store-Valued Services major legal disputes".
