Internet access is no longer limited by specific area and time. With the Mobile device at any time or place, as long as you have the access to the internet and the needs can be met immediately. With the trend of the evolution of digital technology, smart phones had played an role that was indispensable and functional tool in people’s life. Particularly, for the rising population of users with smart phones in Taiwan, people have become highly dependent on smart phones that have become a part of everyday life in Taiwan. The literature review of this study shows that there are many research topics related to mobile devices applications (APP). However, there is no analysis nor survey for the needs of maternal and child development and learning. The market on maternal and child APP is very diverse but the APP functions offered are of high repeatability with mixed parts of different functions. Users can not download and use only one APP to meet all requirements. Therefore, this research amis to investigate the intrinsic needs of APP in the user’s (mother’s) mind so that the users can download an APP to meet their needs. To face innovation-driven challenges by globalization, many successful companies come to expect new growth opportunities and enhance service differentiation. Yet, most companies are still focused on providing target groups with the APP functions according to the past experience. This study aims to insight internal needs of women for ideal APP service based on the Service Experience Engineering (SEE), to explore and collate the cares service for the users of maternal and child development and learning APPs. The results show most favorite APP functions in six target groups and it is listening for the baby, the shopping fun for the mother, parenting information of expert, funny place of parent, growth record of baby and nutritious recipes. The six functions belong to their respective owners supported sub-conditions, and further proposed the construction of this need advice.
