In recent years, Common European Framework of Reference (CEFR) has very huge impact on language teaching. JFSTANDARD (JFS), which is developed according to CEFR, has been widely used by Japanese language teachers. Moreover, second language education is extending downward and it has been the current trend in Taiwan. As a starting point as mentioned above in this study, through implementation, reviewing the process of reflection, finally we completed the new curriculum programs which combined CEFR and JEF philosophy for the Japanese club. The study is divided into five chapters. The first chapter describes the motivation and purpose of the study; the second chapter is the document discussion which is to classify the relevant literature, clarify and focus the research results, and finally explain the subject of this study; the third chapter is summary practice, which is to elaborate curriculum prototype production and to analyze of the object research methods; the fourth chapter is analysis and discussions on the practical implementation of the M School’s curriculum prototype, seized evidence of its feasibility, through data collection and analysis and action research, introspection, and then after a moderate correction, we completed the new curriculum programs; the fifth chapter focuses on the results summarized for each chapter of the whole study, and starting new issues for the future. Through this study completed the following matters: (1) This study is the pioneering attempt of Japanese language education in primary schools. (2) This study was to design course for A1 beginner -level Japanese club. In research and development for the study of age A1 entry-level courses, through practice, so the discovery of the problem, identify problems, solve problems or improve, and the successful development of new curriculum program (3) By the practice, the sixth grade students really learn to beginner-level A-1. Finally, four points as a future problem: (1) Consistent curriculum: the proposal could have a systematic and consistent outside of two courses, students continue to provide sophisticated environments. (2) The development of curriculum materials: we must first develop syllabuses coherent set of courses, depending on the student's physical and mental development stage, Botox and planning stages of learning content, reference JFS capacity indicators. Then compile research materials, build materials, teaching aids, etc. Integration mechanism suggested having textbooks sharing platform, so teachers can share teaching resources between individuals, intercollegiate or counties. (3) Teacher trainings: the current situation in terms of primary education, both talent and hard-qualified primary school teachers and Japanese professional expertise, to develop curriculum, to advance planning issues nurturing teachers, even in the case of teacher shortage , full-service teachers must be trained, certified by the Japanese language ability, the ability to ensure that the guidance of teachers. (4) Planning students exchange program: language teaching in order to apply their knowledge as important, it is recommended that planning the actual exchange activities, enhance foreign language fun to use, without passing through an intermediary mother tongue, not only can improve the efficiency of learning a foreign language, but also to train students to establish foreign thinking.
