Summary:碩士 === 靜宜大學 === 社會工作與兒童少年福利學系 === 103 === The purpose of this research is to explore the current trends of local industries in indigenous tribes and the possibility of community-based employment for the tribesmen. In order to achieve this, the researcher used in-depth interviews to collect and analyze qualitative data from seven elite aboriginals of Sinyi Township. Results show that, to this day, local industries and commercial activities are very limited, as are employment opportunities, thus making it extremely difficult for local residents to make a living. In recent years, our government has been making more effort to meet the employment needs of tribal members, and it has also been introducing new community development programs and employment promotion measures. However, the problem lies in the fact that the government employs top-down approach when planning policies, therefore making the implementation of policies difficult, which in turn effects the development of tribal industries and the creation of employment opportunities. It shows that the government’s ambition to prosper aboriginal tribes and boost employment by developing tribal industries is still largely fruitless. Because of this, the researcher hopes to understand the limitations to tribal development and the crux of the employment problems through the eyes of the elite aboriginals. The researcher also wishes to offer some advice to the related government branch for tribal development planning and employment policies with the findings of this study.
