The gas explosion that took place on July 31st in 2014 in Kaohsiung is large in part due to piping leakage. This research will examine the domestic petrochemical underground piping management improvement strategy from management and engineering parts. The research begins with the analysis of domestic and international regulations and codes. Then, the management for management of piping materials, 3D drawing establish and application, and piping safety is emphasized. From the technical aspect where the failure reasons of piping and technical of piping design, construction, operations , maintenance, and inspection, the flaws can be seen from domestic petrochemical underground piping. The results of the findings will show the insufficient regulations and codes surrounding the technical requirements for petrochemical underground piping in Taiwan. Combining current domestic petrochemical plant underground piping management issues and comparing it to international regulations and codes, this research will focus on the piping design, construction, operations, maintenance, and inspection. Management procedures and engineering technical feasibility strategies will then be suggested. The “Petrochemical Underground Piping Design, Construction, Operations, Maintenance, and Inspection Key Points” has been issued. Using the Ministry of Economic Affair’s “Petroleum Management Act” of 2013 as the blueprint, suggestion for improvements will be outlined in“Recommendation of Petroleum Management Act Revision ” for petrochemical manufacturers and the Ministry of Economic Affairs to use as a reference in the future.
