Barn Restaurant in this case study is located in Xi-Gang District of Tainan City, in which the portion of the elderly population is close to 15%, a figure much higher than the above national average. Therefore, Xi-Gang becomes an aging community. Moreover, most locals have economic difficulties, the founder of the restaurant intended to integrate government and civil strengths to help the elderly become employed and to have incomes. By entering labor market and participating social activities, elders can stay healthy and lead to a reduction of medical expenses. Even more, the experience and skills passed on by the elders also help young volunteers of communities understand and learn more about the older generation.   Although owning the largest sesame field, the aging community problem of Xi-Gang has made its rural development reaching a bottleneck because of the low birth rate, brain drain, and industrial migration. It is a matter that admits of no delay to encourage older people stay or return to the labor market in order to break out of the predicament. However, age bias in employment is often found in the labor market nowadays. Besides, old people expect to have appropriate job opportunities and choices that fit their status and schedules. Thus, the question of how to build local labor force and help the development of special local industries triggers this case exploration.   This assay takes Xi Gang Barn Restaurant as a study case, to thoroughly analyze how this restaurant connected with local special sesame industry to create the opportunity for elders of this community to join the labor market. The study aims to investigate this organization independent transforming process from a government established and supported institution to an independent social enterprise through providing “Creative Labor ” and “Major Process Innovative” for elders.
