The examination includes the historical background of Taiwan’s public structure transformation, especially party alternation, and how it affects the institutional and cultural factors of the police system that frames the practice of protest policing. Conversely, through examining the anti-repression strategy of protesters, this research seeks to find the limits and loopholes in the legal system which undermine the accountability and controllability of protest policing. Based on the analysis of the above, the solution for reforming the legal system will be proposed.
