碩士 === 國立臺東大學 === 公共與文化事務學系區域政策與發展研究碩士班 === 103 === Public dormitory is a welfare measure which government takes to care for employees; however, there are many different aspects of the issues in presence currently. In this study, we expected to find solutions by exploring current status and issues arisen out of public dormitory of Taitung County government, thereby giving advices for improvement and identify direction of future development of public dormitory of Taitung County government. This study was to discuss public dormitory management of Taitung County government, where we interviewed with 11 stakeholders to have in-depth discussion on different dimensions, including the top management, borrowers, occupants and legal tenants, so as to propose suggestions for references of Taitung County Government for future development and researchers in the future. The study found out that the public dormitory of Taitung County government has issues including but not limited to unfair management fee, inadequate manpower of management, shortage of dormitory, lack of maintenance funds and occupants of dormitories. We hereby conclude as follows: 1. The management of public dormitory should be commissioned to a dedicated specialist. 2. Set borrowing period for dormitory to avoid the same occupants in a long term, resulting in crowding effects. 3. The public dormitory which was occupied shall be recovered by legal means to safeguard the interests of the county government. 4. We will recover occupied dormitory and rearranging it as for the existing staff borrowers, or we will construct other public facilities for public use.
