It analyzed connotation of professional training of local basic institution officials and dilemma to promote professional training, classified rights of managing planning and put forward interactive relation model of building personnel unit and training sending unit and standards of planners’ professional training in the future. The study focused on planning of local institution officials’ professional training and took social wealth unit featured of profession in district office of New Taipei City as an example. Based on the right distribution of planning officials’ professional training by personnel unit and business unit in district office of New Taipei City, it explored the special professional training requirements of social wealth unit business function and the questions considered by social wealth unit officials in doing professional training to organizational and government officials’ lifetime learning. The research questions include: 1.What are the basic considerations when basic institution planners manage professional training? What are the connotations of professional training? 2.What are the special professional training requirements of local basic institution officials? What are the special factors considered by planners while doing professional training? 3.What are the role and functions when local basic institution personnel unit planners manage professional training and send personnel to do training? What is the interactive relation with training sending unit? This paper takes qualitative research with major method of literature review and in-depth interview. To simplify sampling process and successfully select representative interviewees, it took layered purposive sampling and interviewed representative personnel of related personnel unit and training sending unit (business unit). As the research mainly explored local basic institution professional training planning, the interviewees didn’t include central institution officials. This paper made a comprehensive conclusion on on-site interview results and relation of theories of literature review and further expounded research questions after review. It then reviewed based on research framework variables to illustrate if research framework needs to be revised. Finally, in aspects of legal system, institution, personnel, execution and other suggestions, the paper put forward suggestions for local institution officials to do professional training planning.
