The main purpose of this study is to examine the effects of organizational factors, individual perception factors, and situation factors on reform-oriented organizational civil behavior. The questionnaire survey and Decision Making Trial and Evaluation Laboratory (DEMATEL) methods are adopted for data analysis and generalization, and factors that were found to affect reform-oriented organizational civil behavior include: work satisfaction, organizational learning, vision, high commitment human resource management system, psychological empowerment, perception of reform responsibility, psychological capital, organizational commitment, innovation atmosphere, and supportive leadership. If organization members are inspired to engage in reform-oriented organizational civil behavior, it will begin ground breaking developments for the organizations. Hence, this study offers recommendations based on the key factors for organizations to consider when making decisions or implementing policies, which will prevent resource waste and achieve twice the results with half the effort.
