The issue of such contaminated farmlands has emerged as a horrible problem in Taiwan society recently. Taoyuan County, which will be chosen as the research scope in this study, is one of the most seriously contaminated areas in Taiwan. Agricultural land in the county is contaminated by heavy metals such as cadmium (Cd), copper (Cu), chromium (Cr), and zinc (Zn). Based on the investigation conducted by local environmental authorities in Taiwan, the agricultural polluted lands were categorized as five grade, and the total area of contaminated farmlands reaching up to fifth grade in Taiwan is 319 hectares. Those lands were legally documented as Soil Pollution Control Sites according to the newly enacted law in Taiwan --- the Soil and Groundwater Pollution Remediation Act of 2000 (SGPRA). The amount of control sites in Taoyuan County can be ranked as number one in Taiwan. The remediation technology for contaminated farmlands in Taoyuan County is generally combined soil turn-over dilution with excavation method to lower the heavy metal concentration to achieve the national standards. Those physical treatment methods (not chemical treatment) could avoid the secondary pollution to the environment and remedial lands could also return for agricultural uses. The government in Taiwan have been also devoted to treat this pollution problem recently. As a result, the contaminated farmlands in Taoyuan County is a representative area and is a case worth to study. In this study, material flow analysis of cadmium (Cd) and copper (Cu) in contaminated farmlands in Taoyuan County will be conducted to fully understand their total quantity, spatial distribution and fate in economic activities and in the environment by using the information of contaminant concentration investigated before. The results of this study could provide proper suggestions to management, policy decision making, and draft strategies for controlling pollution.
