This study explores how an environmentally sustainable model community can be constructed and scrutinizes the key factors that have an impact on the performance of such model communities. We hope that through the awarded model eco-communities in Taoyuan, we may provide a workable solution for the future policy stipulation and better strategies to better employ local resources and manpower among communities so as to attain higher effectiveness with the conscious efforts from the local communities. This study finds out the key factors that have an impact on the performance of model eco-communities through gleaning and analyzing information, which was followed by delivery of expert questionnaires for further confirmation of these key factors. We then subsequently scrutinized the consequential relationship of these key factors and ascertained the relative importance of them. Lastly we recognized the most appropriate measures for eco-friendly work in hopes of providing useful reference for future environmental work organized by the government among local towns or communities. This study adopts literature analysis and DEMATEL in the pursuit of most appropriate strategies and package policies that help to build a model eco-community. Firstly, we employed literature analysis to locate the key factors that affect the performance of model eco-communities. Secondly we sent expert questionnaires and, upon quantitative analysis, we discovered the consequential relationship of these key factors as well as their relative importance. Lastly we located the best strategies that are recommended for building a model eco-community and hoped that these key factors may serve as a reference for the government when the public sector intends to promote policies and measure the performance of such eco-communities. The conclusions of the study are as follows: 1. The 12 key factors should all be kept. 2. The most influential dimension is the dimension of “organizational activities”. 3. The highest dimension is the dimension of the “employment of human resources ”. 4. Of the key factors, “building eco-friendly partnership,” “the attitude of eco-volunteers on the environment,” “eco-awareness and environmental actions among inhabitants,” and “gaining approval from the local people” are major components that affect the outcome. 5. Of the key factors, “the community leaders armed with activeness in environmental protection” and “community empowerment” are the ones that are most easily swayed by other factors. 6. “Promotion of ecological environment management and featured construction,” “the attitude of eco-volunteers on the environment,” “eco-awareness and environmental actions among inhabitants,” and “gaining approval from the local people” are rather similar attributes. 7. “Incentives from the government” and “organizational innovation” are categorized as independent key factors that have lower corrective and influential force. 8. “The community leaders armed with activeness in environmental protection” and “community empowerment” are both located in the 4th quadrant and seen as the affected factors. We recommend that two factors such as “building eco-friendly partnership,” and “gaining approval from the local people” should be added to enhance the relationship.
