The legislation of the "Environmental Basic Law" in Taiwan also reveals the importance of considering life cycle thinking or life cycle assessment while forming its strategy for sustainable development. If we strengthen the considerations of social aspect and then we can emphasize the necessity of human and social dimension in thsoe issues related to sustainable development, also take both product systems and government policies into account when evaluate environmental and social impacts. In order to measure or assess the states or efforts of sustainable development in human civilization, many indicator systems for evaluating economic development, environmental protection and social equity have been developed. This study discussed the thinking of sustainability by referring to methods of resources management evaluation, social life cycle assessment, sustainability evaluation system and composite indicators construction. The main axis of this study divided into two parts, including integrated assessment and extended analysis. First of all, the empirical research and quantitative analysis of resource productivity and efficiency focusing on economy level have been carried out, the outcome of analyses have also been compared and analyzed among some selected economies in depth. Secondly, this study extended the investigation of social impact factor which based on the theory of social life cycle assessment. Furthermore, this study extended the discussion and application of IPAT indentity by using the method of factor decomposition analysis, and then proposed opinions and suggestions for developing an inclusive and integrated assessment framework for social sustainability. The analyses showed that the efficiency of resources utilization plays an important role during the process of pursuing sustainability, unfortunately Taiwan need more efforts because of its acceptable performance. HDI-based (Human Development Index) analysis for social impact also showed the direction of thinking related future development. Finally, this study proposed the IPANT assessment framework in stead of IPAT identity by using the method of factor decomposition and concluded suggestions.
