碩士 === 國立臺北大學 === 法律學系一般生組 === 103 === Along with the economic prosperity and development, information network spread and the rise of the social forces, the public start to participate the government policy aggressively instead of just accept them. The importance of public participation in government decision-making has been valued and affirmed by countries and as goal for promote the process of democratization policy. In fact, in recent years, the advanced countries in North America and Europe began to spread electronic boom. It not only driven many countries to see it as the key to enhance the international competitiveness and tools for promoting government administrative innovation, but also become an important mechanism for the Government to respond the public demand and communication channels. This trend of renewed focus on public participation is seen as the public sector to expand public participation in government decision making process and broaden the use of the public discussion of ways to play in public affairs information that helps promote exchanges between people, discussion, especially in "E-forum", "Online public forum" or digitized communication platform are main media to promote the people's participation and expanding democratic community exchange. In other words, the new technology can provides more opportunities for interaction between public and the government, greater openness to public and establish a more responsive relationship that helps consolidate the cornerstone of democratic development. This paper attempts to discover how to find the status of direct democracy, popular participation in the country's national sovereignty in the constitution, in practice citizens institutionally oriented policy planning over the same time, will also focus on country and policy agencies, to observe the implementation of foreign ways. As the result, our country can find out the possible implementation ways and legal issues as it set as goal to promoting e-government.
