The Bureau of the National Health Insurance implemented “The Pay for Performance Program for Diabetes” in 2001, trying to provide diabetics better care and eliminate the costs of diabetes care. This study used medical centers, metropolitan hospitals and local community hospitals in Taiwan which participate “The Pay for Performance Program for Diabetes” in 2012 as DMUs. We used Data Envelopment Analysis to analyze the performance of diabetes care of these hospitals. After the Data Envelopment Analysis, we used the results to run Kruskal-Wallis, trying to find whether there are any differences of the efficiency between medical centers, metropolitan hospitals and local community hospitals, between the places where these hospitals located and between public and private hospitals. The results show that only two hospitals are both efficient under CCR and BCC models. We also found that hospitals should educate diabetics more information about complications in order to raise the number of people who take the eye exam and urine protein exam. The performance is different from different levels of hospitsals due to the resource they got. Where the hospitals locate only makes difference on medical aspect.
