Kindergartens and nursery school merged with preschools; and gradually public preschools because of the low birth rate. This forced schools to recruit younger children aged 2-4 years. Due to national policy, they hire preschool teachers who adapt with the Labor Standards Law to care for young children. They provide winter and summer vacation camps and extend after-school care to facilitate the needs of today's dual-income families. Unlike public preschools, private preschools lose their advantage. As the enrollment for public preschools increases, private schools enrollment decreases.Using a private preschool in Taipei as a case study, they applied the ‘white space strategy’ business model. They attempted a detailed analysis and review of policies to identify the white space market. Parents’ questionnaires were corroborated with findings which indicate childcare after integration. They gradually adjust our enrollment to care for two- year-old children in response to the market. However, dual-income families generally let their elders or a nanny care for children after birth. Children over two years of age may attend preschool.The case study is based on market competition. They are dedicated to the preschool’s characteristics and use the team of physicians to promote physical fitness promotion and testing recommendations which can soon detect the different needs of individual differences. They meet the needs of parents and children, establish the quality of education, and consolidate the features of the preschool. Additionally, to take the most advantage of their administrative team, the case study promotes professional training for teachers. They make the images of loving charity and create a future goal of sustainable development. The findings of the case study are as follows: (1) To continue teaching features, schools continue to recruit students at younger age levels. (2) Professional fitness testing and evaluations are recommended. (3) The sharing of knowledge and the power of organization- administrative team integration and resource sharing.
