The subjects were 570 elementary school homeroom teachers in Taoyuan City and were administered a questionnaire and 7 experts were interviewed. After the integration of the results of qualitative and quantitative data analysis, the findings of this current study were as below: 1. Agreed by elementary school homeroom teachers in Taoyuan City, the priorities of core values are as follow: sense of responsibility, respect, optimism, honesty and gratitude. 2. Taoyuan City elementary school homeroom teachers believed that the possession of specific views such as responsibility and respect is the most important and wanted ability when it comes to the implementation of value-based leadership. 3. In comparison with strategies such as case studies, debates, travels, parents examples, extracurricular activities, critical thinking and service learning, elementary school homeroom teachers in Taoyuan City usually implement value-based leadership by setting examples, take living and social examples, telling self-experiences or using textbooks and picture books. 4. Female teachers put more emphasis on the core value of sense of responsibility and respect. Male teachers focus more on autodidacticism of students. 5. Senior teachers or teachers with longer length of service put more emphasis on the core value of abiding rules. Teachers from the scale of school with less than 12 classrooms and rural area focus more on autodidacticism of students. Based on the findings, suggestions are offered for educational administrators, schools administration departments, elementary school teachers and the researchers who will undertake research in this field.
