Many studies and surveys indicate that information technology can effectively reduce the rate of medical care error and adverse events up to 50%. Therefore, hospitals apply a new technology development as a competition strategy as organization changing for safety to increase competition capapatient safety tower systemlities and new differential positions.The rationale of this research most observers agree that information technology (IT) applications have the capability and potential to support quality of care and provide instant information of patient test data for critical illness for medical staffs to assist treatment immediately. The resarch objective is apply IT strategy promote organizations’ competitive advantage. Patient safety tower system is more effective gaining competition advantage by adopted innovation IT. The emergence of information technology creates the dynamic competition and allows firms to gain competition advantage. From the patient safety twoer display panel can display each high risk patient information such as display each inpatient ward no. with patient information, primary physician, nurse supervisor, nursing, treatment plan, treatment process and emergency call etc. The logic process is to define the high risk inpatient rules, then classify inpatint with three categories such as high risk inpatient, red light display, normal patient, yellow light display, safety patient, green light. So each patient ward with red, or yellow or green ligh is on. Therefore, we define the SOP(Standard Operation Procedure) of high risk patient treatment plan, procedurre and physician,nursing visit time requirement such as 30 minutes needs to visit patient once, medication, life supportig device apply etc. all recorded at SOP procedure. The patient safety office can monitor the abnormal situation with the red light high risk patient. If the physician, or nusing does not follow the SOP procedure to process, the red light will blink on and off continuously. Now, the patient safety officer will press the notification buttom from the display pannel to discuss the case with his/her primary physican or nursing supervisor to explore why and how to solve this case problem. The research objective is to build a patient safety tower system to enhance patient safety, however, at this research we need to explore the importance from the users’ requirement and expectation to build this system, thererfore, from the survey to explore the user’s preference in oder to follow the preference to design the system to meet the users’ expectation. The research scope is to focus the research scope on originated research foundation, research focus, research constructs, theory, contents, research tools etc.The research methods is to design this research in three phases. So far implementing patient safety tower systems for are rarely in the world and research on this topic is scarce. This is an exploratory research of patient safety tower implementation which focuses on hospitals. The findings of this research will provide valuable information for the hospital which plan to implement patient safety tower systems with awareness of patient safety risk factors to design and build the patient safety tower system to enhance patient safety.
