The research data is based on semi-structured individual depth interviews with four junior high school counseling teachers with positive experiences in this regard. The research data was analyzed and discussed by grounded theory. The researcher found that the process of the referral could be divided into three stages which are referral assessment phrase, referral period phrase and after referral phrase. On the first stage, referral assessment, the counseling teachers should be aware of students' abnormal behaviors. Start with counseling and collecting valuable information for the initial formation of disease hypothesis, teacher's assessment determines whether a referral recommendation is needed or not. On the second stage, referral period stage, once the referral recommendation is determined, school counseling teacher should work on assisting the students' parents to get ready before the therapy/treatment. Besides collecting and offering related information for the psychiatrist, school counseling teacher can evaluate the necessity to be present during the treatment. On the after referral stage, the counseling teachers should do the assessment of the referral. Throughout the referral process, the counseling teachers found out the major barrier is "Parents resistance toward mental treatment", however the school counseling teacher plays an imperative role because not only they serve as case managers; gathering information and resources; building deep bond with clients(students) and parents which contains the proper preparation before the treatment; but also changing parents' attitude toward mental treatment, and the use of doctor's interference and the counseling teachers ' profession. Finally, the study concluded the proper referral process organized by the counseling teachers. The role of the counseling teachers and the challenges they have to deal with are discussed in the study.
