However, the dangerous goods still exist enormous security risks. Any slightly careless during the transportation may cause great harm to the navigation, even result in utmost danger of maritime accident. This research devotes attention to related legal regulations of DG cargoes and collects 25 DG cases happened in year 2014 for some international shipping carrier, which seriously harm to vessel’s navigation. And we have a relative shadow analysis to research on the stowage segregation, disaster, fragile degrees etc. in order to ensure those DG shipment against risk during transportation so as to keep the smooth navigation. According to the analysis result of GRA, we can know that the essential factor for influencing ship’s navigation while carrying dangerous cargoes i.e. the improper stowage or segregation, other human factors. Also we find the carrier should pay highly attention on below eight important factors of affecting ship’s navigation. The fragile degrees of risk include:the examination of DG cargo materials, DG cargo label management, shipment safety, pollution prevention of leaking, cargo protection, equipment maintain , emergency handle, toxic substance control etc. Besides, this research also focus on the MSDS information concerning the DG cargoes especially the DG class is 2.3、3、8 on IMDG cargo list and more carefully on double check if they are properly stowed and segregated when the carrier accepted DG shipment that may possibly pollute the sea environment. Finally,according to the relative shadow analysis and summarizes the past experiences for dangerous accident, ship owners are proposed to fulfill some standard of procedures on how to reduce the fragile degrees on vessel’s seaworthiness in order to completely protect the interest of the shipper and take the responsibility of custody on the transportation.
