In the case of ports in Latin American and the Caribbean many factors and forces have been influencing their port development, however, there are few literature related to port development strategy in Latin America. This paper analyzes the port development in Panama because as a developing country, its competitiveness has enhanced within less than ten years. This study reviews port development models such as Hayut’s model, the phase of port regionalization and terminalization, also give to discussion of regionalization phase. The study describes the main points of the strategies and some policies adopted by the Panamanian government to enhance port competitiveness and auxiliary maritime industry. The government strategies analyzed are compared with a conceptual model of Strategic Port Development framework based on literature review. The model selected proposed a guideline for a sustainable strategic port development and enhance competitiveness for a long and short term. This paper includes qualitative data for the analysis of the main strategies adopted and quantitative data for statistical analysis.
