(hereinafter referred to as " TPCT ") encountered the global financial crisis. In addition, it was affected by Taiwan’s industrial restructuring and relocation, fierce competition from the ports of China and South Korea, supporting discrepancy among shareholders, uncertainties of the government policy defining the port operating between Taipei port and port of Keelung as well as many other factors, continuously cause the low usage of berth and 653,394 teu operating volumes performed in 2011, which were less than 50% of 1,465,000 forecasted in 「The integrated overall development plan of Taiwan’s ports (from 2002 to 2006 )」, the maximum of 2014 is merely 85%, resulting in the loss of company year by year. This paper uses case study and semi-structured interviews which mainly together with other shipping companies, three shareholders are hand-in-hand expanding the contribution of CY/CFS businesses. The most critical development strategy for the success of a new container terminal in the initial stage is 「policy」, they are government’s policy, shareholders’ policy and all policies of customers. This paper discusses the establishment background of TPCT and the variety conditions encountered after operations, hoping to take the pluralistic ways to increase the revenue and enhance the operational efficiency and save the costs, and then to let TPCT can operate the diverse businesses and will become a big port in the northern Taiwan with thriving in the future. The services will be getting better to be able to stand in the international port position. Moreover, stepping to the yearly on dock target increasing the container clearance of export and import in TPCT. The results of 「Guiding forwarders and logistics companies to trigger the import and export CFS operations, spending efforts on the business promotion of free trade zone, multi-purpose function with large logistics operators, warehousing and other services, further enhance the operational efficiency of shipside and shorten the time for container delivery in gate in-out, more support from the shareholders and CKYHE alliance, effective advertising internet marketing, arrange the government units to have their station in Taipei Port,… etc., all the above will attract and encourage more customers, shipping companies, forwarders, truckers, inspection broker and customs brokers to gather and support TPCT.」aim to provide the useful reference for TPCT and container terminal operators and promote TPCT’s own competition with enjoying the fruitful profits.
