Therefore,the private stations number has increased from 447 up to 2514. This is approximately 5 times number of 28 years ago. Due to the establishment of the gasoline stations has grown so fastly, the need of underground storage tank system has increased at the same time. In the past, underground storage tank system of gas station was only setting the basic configurations in underground storage, pipe lines, and pressure test. The environmental protection, the oil leakage risk, law regulations; are all not strictly considered. Nowadays the domestic economic growth has also led to the rise the awareness of environmental protection. On August 8th, 1997, according to the announced Water Pollution Control Act, the Environmental Protection Agency of Executive Yuan pointed out the underground storage tank system of gas station, the gasoline and diesel fuel substances have to be regulated under the law. From then on, all of the underground oil storage system, including set up, utilization, etc have supervised by the government. The underground storage system includes tanks, pipelines, and conveyor systems. When fuel gas leaks from pipe, the underground soil and the groundwater are polluted. So monitoring on the fuel gas leakage occurred in the gas station becomes necessary. The Environmental Protection law provides monitoring methods, such as: Total amount control, closed chamber test, soil gas monitoring, groundwater monitoring, and interstitial monitoring. The study is to investigate and evaluate the effectiveness and the efficiency of the above mentioned monitoring methods. Evaluation results show that, if the operators require self-management convenience, accuracy, timeliness, economy and effectiveness of pollution control, the soil gas monitoring method is the best choice.
