This paper attempts to analyze the thoughts and the position of Taiwan Education Association and the main point of academic circles at that momet by holistic konwing “Taiwan Journal of Educational Council.” First, to kwon organization of education of Japanese government and the change of Taiwan Education Association, and to know the relationship between them. Second, to analyze discourse of “Taiwan Journal of Educational Council” to know thoughts of this magezine. Then to analyze experiment and survey of “Taiwan Journal of Educational Council” to know the scene of education at that moment.
