What is different from the past is that citizens have more opportunities to participate in public policies and to impact policy decisions now compared to the past. How to deal with a public event or crisis and satisfy citizens or meet their expectations at the same time is a major issue for leaders. In a crisis situation, the leadership of a leader and how he leads his team are particularly important. There were many studies regarding leadership in the past whereas most of these studies focused on the application and practice in enterprise management with few on public administration. In recent years, some researchers started to explore leadership in the fields of education and public administration while there still are fewer studies in the field of public administration. This study focuses on the mayor of Tainan City and the case of eastward underground railway of Tainan. The objective of this study is to discuss the leadership behavior of leadership qualities and style based on the creation of public value and to further explore citizen cognition for leadership behavior of the leader. This study focused on Tainan City with questionnaire survey conducted to the public sector, a private sector and a third party in Tainan City. The study case was a more controversial issue currently in Tainan, the eastward underground railway of Tainan. The first few interviewees were selected with purposive sampling and then more interviewees with related interests were selected with snowball sampling for further interviews. Interviewee responses were gathered and classified with Delphi method. Leadership behavior demonstrated in the study case by the incumbent leader was compared to the ideal behavior for respondents. Survey results were further analyzed to identify whether the cognition were different for multiple groups with different backgrounds. Finally, the practical implications of this study presented by study findings, research limitations and future research directions were discussed.
