In this study, the theory of reasoned action, theory of planned behavior, technology acceptance model, e-government and civic public participation in adoption mode, for users to explore the Tainan City Government policy advocacy tool willingness to participate. In this study, the actual operation user, fill out the questionnaire, and then adopt SEM statistical methods and software SPSS19.0 and AMOS 17.0 and other data analysis, empirical research through a questionnaire issued to analyze the impact of users' willingness to participate, in order to improve Tainan intention to use municipal policy advocacy tool.
