Therefore, it develops an action policy of collective responsibility. Since the course of action, when the community tries to respond to public issues, includes the impact on the residents caused by external events so that the residents agglomerate views and generate a community consensus, and further affect the residents on public affairs participation, among which both individual events and relevant factors influence the presentation of community development actions. In order to understand developmental courses of this community, this study makes an analysis through the method of interviews and observations, and takes Habermas’ “public domain” concept as an analytical framework, thereby constructs a complete course of Shueiduei community’s development. Is it possible that the community development might be analyzed to which by applying “public domain” concept expounded by Habermas? As the course of community development actions upon community’s response to public issues requires joint discuss on incidents initiated by the residents in order to reach a community internal consensus. Such process may be regarded as a “public domain” operation. The results of the study’s preliminary analysis are found as follows: (1) formation of Shueiduei community’s public issues is due to the land interests from urban planning, resulting in multi-owner’s wrestling, community’s expectations of culture and history conservation underlie therein, (2) direction of community development actions depends on community workers’ skills in response to public affairs through the use of the strategies for agglomerating the local residents’ emotions and linking multiple resources, gradually leading the community to the goal the community consensus is seeking to achieve, (3) the possibility of fulfillment of community issues through the public authority influenced by public domain breaks down ultimately because of lack of consensus in a multi-party wrestling, among which the appeal for conservation of community style lost to the large land development interests eventually becomes the biggest test in this case study on Shueiduei Community.
