However, communities’ pools are unable to meet the government’s regulations to manage effectively, and thus accidents have been occurring in the communities’ pools, including drownings and injuries. This research serves to study the importance of risk management in the communities’ pools, with Taichung communities’ pools as the sample, investigating related laws and regulations the government poses on the communities’ pools, the risk management quagmire that communities’ pools face, and the pools’ risk management. The research outcomes are as followed: 1.To conduct research through the center and local government’s related laws and regulations of the communities’ pools risk management, the exact regulations content including the specifications of water quality, safeguards, the facilities and the engine room. 2.To analyze the related literature of the quagmire of risk management faced by current communities’ pool, which includes the maintenance of water quality, the hire of safeguards, the ability to manage general affairs while carrying the task of saving people, and the maintenance of the communities’ pools and its facilities, to which all these above are to account to the risk of managing the pools. 3.The communities’ pools have to hire qualified safeguards, and are well aware of the facilities and measurements of the communities’ pools; the communities’ pools staff’s understanding of the management plan, the maintenance and specifications of it, and the understanding of the standard procedures of the communities’ pools staff’s risk management.
