Summary:碩士 === 國立臺北護理健康大學 === 長期照護研究所 === 103 === Almost all countries all over the world are facing with population ageing even related crisis, some countries have been establishing “Long-term care” system/scheme(LTCS) to cope with its social impact potentially, in which the members of OECD(Organization for Economic Co-operation and Development) as a potential unit representative in promoting LTC services. However, Taiwan has not constructed a comprehensive LTCS yet, only selective social assistance, but National Health Insurance programs to cover a part of extending medical care of LTC services. The main purpose of this study was to make a comparison for the LTCS among advanced countries such as North & West E, even Northeast Asia and to learn more about their pros and cons to serve as implication or reflection in Taiwan.The study design involved qualitative approaches which utilized documents analysis mixed with in-depth interviews with LTC related practitioners. The results from the research can provide some concrete proposal basis for Taiwan to implement and facilitate LTCS setup, especially following the experiences from German, Netherland and Japan, focusing on "social values", " hierarchy ", "needs assessment (tool)", "care management", "delivery system", "care services", "legal and political framework" and "staff education and training",...etc. This study suggested with priority to establish LTCS, it’s concept value/ideology must first clearly defined and be rooted, so that an appropriate and well established LTCS can be organized as a basis for progressiveness.
