Signing the ECFA was an important policy for Taiwan''s economic development also because it could connect Taiwan to international trade arena and avoid Taiwan from being marginalized. Signing the ECFA was the most important advance and breakthrough of cross-strait exchanges process within 30 years. It brought significant opportunities for cross-strait economic cooperation and prosperity. However, signing the ECFA caused great controversy in Taiwan— whether ECFA brought a profit or harm to Taiwan for ECFA such divergent views. People''s value and interpersonal judgments are the driving force behind Taiwan''s economic and social development, the bases of public opinion on political forms and government governance, the fundamental conditions for leading Taiwan''s economic, social and political development as well as driving policy-making. People''s fact, value and interpersonal judgments, also is individual and groups’s cognition, attitude and behaviour, on public affairs should be the ruler’s concern. Especially when they are related to the interests of multi-parties such as ECFA agreements is even more so. Based on the integrated framework for Public Affairs Management (PAM) as the theoretical foundation, this study adopted Structural Equation Modeling(SEM) to process the fact judgement by building a structural equation modeling comprising the factors affecting signing the cross-strait ECAF agreements and processing factor analysis of the fact judgment. Information Integration Theory (IIT) was utilized as the individual basic theory, and Social Judgment Theory was used (SJT) as the method of seeking the value judgement individual cognitive weights and group cognitive differences in southern Taiwan. Interpersonal judgment was theoretically based on Social Averaging Theorem (SAT), and its interpersonal approach was through Interactive Management (IM) application to illustrate the interpersonal judgment towards singing the cross-strait ECFA agreements and the actual result of structural reinforcement diagram with the case study. The study conducted SEM survey for 433 and SJT survey for 125 people in southern Taiwan separately by questionnaire. The result indicated that the four dimensions of SEM’s fact judgment positively influenced signing the cross-strait ECFA—Society, Politics, Government, and Economy in descending order of their impact. The survey of SJT’s value judgment found in order of Society, Government, Economy and Politics. Interpersonal judgement for officials shown the dimensions in order of Politics, Government, Society and Economy; Society, Economy, Government, and Politics for the business sector; and Economy, Government, Society and Politics for the general public. To solve the plight of implementing the cross-strait ECFA, the findings from the people in southern Taiwan suggest that the government should start out on social dimension and improving social conditions. Only if the social cognitive concerns of the majority of grassroots are resolved is the social friction occurring as the government promotes policies reduced and is the present Taiwan''s cross-strait policy implementation proved.
