Summary: | 碩士 === 國立中山大學 === 公共事務管理研究所 === 103 === In order to improve quality of life in rural areas and to promote sustainable development, the Legislative Yuan of Republic of China officially passed “Rural Rejuvenation Act” submitted by Council of Agriculture, Executive Yuan in 2010. The purpose of this Act is to encourage communities to participate in rural rejuvenation plan. Through the process of community empowerment, residents autonomously discuss community needs to enhance quality of local life.
The purpose of this study is to explore the status of implementation of the plan and to precede relevant discussion from three aspects, i.e., awareness of policy, quality of life satisfaction, and community resident’s participation. Therefore, this study used 6 communities continuously implemented rural rejuvenation plan from year 2011 to 2014 in Tainan City as objects of the study. A total of 270 questionnaires were distributed and 258 were retrieved with 241 valid questionnaires.
The results of this study are as followed. First of all, whether the residents are community leaders, they were differences in awareness of policy, quality of life satisfaction, and community participation. Secondly, community residents with higher awareness of policy thought that the “Rural Rejuvenation Act” would promote their quality of life satisfaction and degrees of community participation. Finally, community residents who felt well quality of life satisfaction would also have higher degrees of community participation and vice versa.
This study provides suggestions for the “policy implementers’’ and “communities”. It looks forward to raise the quality of life and community participation through community empowerment process in rural areas in Taiwan.
