From ancient time to now, it provides the society of human beings with the reveal of history truths and maintain the records for the important events on the public welfare. The file-contents with the“ perpetual memory”,(Ciao-min Lin, Bi-ling Hong, in 2011)that if it can be progressed effectively and applied widely that will become the important assets of social education; so we not only preserve well but make sure to pass it down forever. What’s more, to progress the values of the files, make the culture of files and education arouse the attention and knowing to the mass by the files exhibition; furthermore to achieve the purpose of application of files; in addition to making the mass satisfy the public asset–files,“ Right to Knowing”; also realize the way whose function and vales of files. The research aimed to discuss some theories of the related meaning, purpose and approach of files through “Documentary Analysis” first. And then describe the situation of files progression in the four countries as the USA, Britain, New Zealand and Australia respectively. Then using the way of“In-depth Interview”, the interview objects are from those public institutions and management staff who won the Records Managerent Quality Awards and Qutstanding Archivist Awards wards that held by the National Archives Administration. These interviewees have the significant meanings for this research. These four awarded units respectively are the Secretariat of Kaohsiung City Government of the fourth golden-file award and the seventh golden-quality award; Zuoying District Household Registration of Kaohsiung City of the eighth golden-files award and golden-quality award; Zuoying Branch of Kaohsiung Armed Forces of the ninth golden-files award; National Sun Yat-sen University of the tenth golden-files award and the third golden-quality award, to discuss and analyze the participants’ experiences, main ideas and suggestions. Finally, using the “Comparative Method”; made the comparison and analyzed Taiwan with the four countries, such as Taiwan, the USA, Britain, New Zealand and Australia, about items of related files progression. To select the most features and more often used items progressed for each country. Moreover, to find out which strategy of files progression that is appropriate for Taiwan. There are six results found in this research: firstly, files application and progression which is the management strategic items charged with the Files Management Unit; secondly, Blue-Sea strategy. By the Alliance -Strategy gain the most maximum benefit; thirdly, , specific memory days or local festivals are the best occasion of promotion; fourthly, cultivate and train the volunteers to join it and expand its range of service; fifthly, simultaneously, update the website information service; sixthly, the service items of file resources can be more rich and multiply. According to above results to offer five suggestions: firstly, , holding the activities of the files-week in the whole country; secondly , combine multiply resources, come from everywhere, to cooperate and cultivate the volunteers to join it; thirdly, personal history materials preserved and collecting, to enrich the file materials; fourthly, to intensify the add-valued products applied of the file contents; fifthly,sixthly, to establish the file houses all over the country and districts respectively, and show their features of each house clearly.
