As a result, one of remedies for reducing disasters is increase green areas. Expect the gardens in the city which are planned as regulated, other spaces are occupied with numerous tall buildings, which has led to the plan of green roofs in cities and later in countries. One can find that the air pollution has been reduced and the scenes become beautiful as well; what’s more, the energy consumption can be lowered, resulting in positive effects.
Currently, Taiwan has been an urbanized country with a high density. To improve the heat island effect in cities and build an eco-city, the city government has gradually started to promote green roofs to improve the urban environment. However, the current development of green roofs in Taiwan has not been popularized and is still in a trial stage. The lack of opinions on green roofs held by every industry and the public leads to the gap among the governmental entities, scholars and the public.
The research contains three purposes: 1.Distribute the questionnaire and illustrate the degree of perception of green roofs held by domestic professionals (scholars, industries and students of landscape-related industries and departments) 2. and the willingness and indication of building green roofs shown by the general public (students, militaries, public officials and teachers, service industries, industrial industries, business industries, and agricultural, forest, fishing and livestock industries). 3. Establish a serial principle of green roofs design based on results of the questionnaire for the reference of future research and planning. First, the research discussed cases and relevant literature of green roofs and policies from other countries as the research structure and references, investigated 13 foreign policies and incentives of green roofs, and proposed methods and recommendations for popularizing green roofs. The research designed questions of the questionnaire based on literature and distributed it after the repeated revisions. The distributing date of the questionnaire was from May 24, 2013 to June 27, 2013. The questionnaire investigated the degree of understanding of domestic professionals and willingness and opinions of building green roofs held by the general public based on six aspects, and the differences between groups were obtained through the statistic analysis.
The statistic results showed that the percentage of the general public who currently have built green roofs was less than 10% (7.3%) and that of those who were willing to build green roofs was 75%; in terms of the reasons for being unwilling to build green roofs, the “difficulty in maintenance” accounted for the highest percentage of 45.2%, followed by the “no budget”, which accounted for 35.7%; “insufficient governmental subsidies” was ranked in the third place, accounting for 14.3%; last, “no interest” accounted for 4.8%. On the other hand, considering the results of perception of relevant literature of green roofs held by professionals in six aspects in the questionnaire, including “domestic relevant research”, “definition and regulations of development”, “efficacy of establishment”, “patterns of establishment”, “principles of design”, and “management of maintenance”, on average, scholars ranked the highest, followed by industries, and students were ranked the last in the means shown among other scholars and industries. Three groups all present the lowest means in the aspect of “definition and regulations of development”, which indicated the lack of understanding. Moreover, the research proposed incentives and recommendations for the governmental policies and regulations and planned the principles of green roof planning and design as well as future development and suggestions.
