There are an increasing number of 3G data plans. In 2014 nearly 250,000 people are using 3G enabled mobile devices in Taiwan. Most users do not understand their usual usage for 3G traffic and how much they have used when they are signing a contract. As a result, they often resort to singing plans that include "unlimited usage" just to be on the safe side. However, the majority of unlimited data plan users don't actually exceed data usage include in other cheaper plans. Unlimited usage might not only waste bandwidth but could also cause congestion when there's no limit for 3G traffic. Not only is this a waste of money, it also sacrifices the quality. There are apps, both developed independently and those provided by telecommunication companies that aim to monitor and manage 3G traffic, however, there are still some flaws. Previous studies of mobile 3G service have predominantly focused on ways to improve bandwidth and pricing strategies, it didn't focus on how to choose the best plan for each individual which is the aim of this paper. This paper focuses on what is lacking in previous studies, we provide a smart phone management system based on cloud services to backup the data in cycles. The system also use cloud computing to reduce the load on the mobile. On the other hand, users could not only investigate data history but could also use the webpage to manage their mobile devices. The website utilizes time series based calculation of 3G usage and provides a prediction of the future traffic allowing users to better choose a plan that best fits their needs.
