Therefore, Penghu has devoted itself to its tourism development for a long time. After the study of relevant literature review, it is found that tourism development has a huge impact on Penghu residents’ lives. The changes that tourism has brought to Penghu’s local economy, society, culture, and environment will influence whether local residents identify and support its tourism development; tourism is also an important factor that affects Penghu government’s policy-planning and policy-making. The primary purpose of this study is to analyze the impact of tourism development upon local residents, as well as to explore the issues on Penghu Game Sightseeing, Low-carbon Island, and Free Economic Demonstration Zone. This survey consists of three stages: the first phase was to compile the preliminary assessment schema table through literature review by the writer of this study and to consult the advice of 21 experts in the tourism related industry, government and academia. After application of the revised Delphi method, together with the experts’ suggestions, the formal assessment framework table was formed. The second phase of the questionnaire contained the application of Analytic Hierarchy Process (AHP) and the implementation of the weights analysis in each layer of indicator through the consistency test of 21experts. The result of the main impact lies in the “economic impact” in the decision-making layer whereas “job opportunities” weighs the most in the sub-index layer, followed by “public building” and “economic investment”. The third phase included the selection of three plans for Tourism Development in Penghu, and with the combination and application of the 15 weight items from the AHP questionnaire on the second stage, TOPSIS questionnaire was designed to assess the most appropriate plan to promote tourism in Penghu. This section of the study found that the best solution plan was “Free Economic Demonstration Zone", "Low-carbon Island", and “Casino Sightseeing" in sequence.
