Building a "Long-Term Care System", has been an important policy objectives for Executive Yuan in Taiwan. And continues to promote the legislative process of "Long-Term Care Services Act and Long-Term Care Insurance Act. Faced with an aging population and Long-Term Care Insurance, we can expect the future will face a substantial increase in demand for Long-Term Care Services. But Taiwan is current in poor financial capacity, and social welfare facilities cases often face difficulties to private investment. Therefore, this thesis aims to "Long-Term Care System", analyzed social security system, social welfare fiscal problems, and public private partnership legal issues. We collected relevant studies, journal articles and internet resources. And this thesis argues that attracting private participation in providing Long-Term Care Services by PPP model and PFI payment system, will be a possible solution.
