The performance of the outsource partner significantly influences the production and profit of a hot strip mill. The research focuses on how to effectively manage the performance of the outsource partner and increase the value of this outsourcing strategy. A questionnaire survey is adopted in this research to discuss the performance of mechanical maintenance outsourcing. The main scope includes the maintenance quality, the ability to manage the maintenance progress, the ability to manage S.H.E. (Safety, Health and Environment.), field management and personnel backgrounds. The survey respondents included the managers and engineers of maintenance departments in the major 4 hot strip mills in Taiwan. The research results are summarized as follows: 1.Survey reliability analysis shows confidence level in the results for maintenance quality, the ability to manage maintenance progress, the ability to manage S.H.E. (Safety, Health and Environment.), field management and personnel backgrounds is acceptable. 2.The survey result shows the most important consideration for outsourcing strategy is the management of maintenance progress. The reason is hot strip mills consume extremely high amount of energy, and the production cost and end product value are both huge. Poor management of the maintenance progress will impact the production and profit. 3.The second most important consideration for the outsourcing strategy is the ability to manage S.H.E. Due to a violation of safety regulations could lead to a huge loss and damage. 4.This research provides suggestions for the evaluation performance of an outsourcing strategy and can be used as reference to increase performance of outsourcing strategies for hot strip mills and related industries.
