According to the institute for information industry (MIC) report:the growth of Internet users in Taiwan has reached to 16 million people approximately in 2013. The online auction fraud is becoming a serious problem in recent years. More online auction has also conduced to increase of online auction fraud. The low entry barrier and the average internet user is able to apply, the platform review mechanism is not precise enough, resulting in frequent events of fraud. Consumers'' Foundation Chinese Taipei(CFCT) deal with over 500 online shopping consumer disputes in 2013. National Police Agency report:13% of people know tactics fraud, There are still 15% have had loss of property, display people do not understand the lack of knowledge of fraud. It is innovation and difficult to prevent Fraud. The law lack of online fraud and shopping platform security mechanisms and supporting measures are implemented, but still not perfect. In order to prevent fraud and maintain transaction fairness. This study was online shopping fraud planning behavior type and process, discussion on the literature about manner of online shopping fraud in the past. Using Cue Theory apply to four scenarios which the cues to find out the context. This study collect between 2014-March 2015 data from the government '' s data and news reports, secondary data analysis and case study for 15 case. The results are displayed in four stages, It features have rules to be found which the trickster will use the tactics to create an atmosphere of trust in different situations, This study in a time segments feature which summarized as a fraud checklist. On shopping platform to avoid the risk of online fraud and improve the ability to judge prevention by checklist. This study can be applied to other e-commerce platform in the future.
