Coast Guard Administration 動態危機管理資料庫之應用研究- 以現行海巡機關為例 HSU SHAO-HUA 許少驊 碩士 國立高雄海洋科技大學 海洋事務與產業管理碩士學位學程 103 The Coast Guard Administration (CGA) of R.O.C. was established on January 28, 2000. Since this time, all maritime cases involving the CGA has been recorded and maintained in a detailed database. The evolving and increasing information technology capability of the CGA has improved CGA work efficiency and service quality, serving the core missions of maritime law enforcement, maritime services, and maritime affairs. With the widespread adoption and continuing improvement of information technology, the coupling and integration between the Geographic Information Systems (GIS) and the administration's database, have become a powerful and popular analytical tool. This study identifies all events between 2011 and 2013. After initial categorization according to jurisdiction, Quantum Geographic Information Systems (QGIS) software is used to chart and map all events to identify hotspots. We utilize this information, and integrate with temporal data as well as location data for air and sea assets, to optimize the versatility and efficiency of routine patrol routes. In doing so, we hope to intensify patrol time, enhance rescue capability and protect the safety and security of territorial seas . The findings of the study will enable the CGA to maximize utilization of its collected data, identify high risk hotspots sea zones. and empower decision-makers with critical information detailing currents risks in territorial waters, establish appropriate risk prevention, and emergency response mechanisms.
