In Chapter III "Life-saving appliances and arrangements" of Convention for the Safety of Life at Sea (SOLAS), a total of twenty-three articles are related to lifeboats covering the issues of equipment and layout of the assessment test and recognition, operation, staffing, embarkation arrangements, store, cast and recovery, emergency training and drills, maintenance and inspection, and so on. In accordance with the regulations, crews assigned with emergency duties should be familiar with safety equipment and devices of the ship and collective exercises before ship sailing; and must participate in an abandon ship drill and a fire drill at least once a month during the sailing. Nevertheless, increasing accidents have been seen when undertaking lifeboat drills in many countries, resulting in that the Marine Safety Committee(MSC) of International Maritime Organization (IMO) has repeatedly proposed an amendment on SOLAS and continued to recommend the procedure of lifeboat drills as well as suggestions for regular maintenance and service of lifeboats, launching appliances and on-load release mechanisms. Against the background, this study aims to provide recommendations for establishing a low-risk lifeboat drill environment. Through the methods of filed observation and empirical study of lifeboat drills, this study analyzes the procedure and risk of the existing lifeboat drill program and examines the issues of existing test equipment for lifeboat drills.
