碩士 === 國立宜蘭大學 === 生物資源學院碩士在職專班 === 103 === In the past few decades, the chemical pesticides and fertilizers were extensively used by human being. This would induce the deterioration of natural environment, and the extreme weather caused by the destruction of the environment may threaten human being. Recently the organic agriculture had been gradually emphasized by several countries, and became the major agricultural trend. Agriculture was the major economic activity in Yilan county. The county government did adopt several strategies on the development of organic agriculture. Based on the previous research, fewer researches were related on the area of the key success factors for development of organic agriculture in Yilan county. The purpose of this study was to analyze the key success factors on the development of organic agriculture in Yilan County through the relevant literatures. This research had three stages: the first stage was to identify the factors through the questionnaire; second was to conduct a survey by using the Modified Delphi Method to make a quantitative analysis from the view of various field experts; the last stage was to apply the Analytic Network Process (ANP) to identify the relevance of the guidelines. The important factors criteria and weights were analyzed to make the conclusions and suggestions. The major findings of this study were: 1) The Policies and Regulations was the most important direction. This indicated Yiland county government should establish more strategies and regulation to promote the development of organic agriculture; 2) The most important six key successes factors for the development of Yiland organic agriculture in order were “Subsidization Policy”, “Guidance Regulation”, “Professional Cultivation Region”, “Accreditation Regulation”, “Youth Encourage Policy”, “Agricultural Facility and Automation”; 3) Focusing on the organic paddy rice and vegetables, the related regulation, subsidization policy, and professional cultivation region should be established to promote the organic agriculture in Yiland. The conclusion and suggestions from this study can be used for the development of Yiland organic agriculture.
