It can be considered as the research on international relations with focuses on politics and policy behavior; on the other hand, it can also explore the possible buffers and alternatives. Under the anarchy of international community advocated by the realists, in order to safeguard national interests and power, and to ensure national security, countries should always be prepared to predict and respond potential foreign and domestic risk and crisis. Therefore, the Pol-Mil Exercise can be considered as an essential tool for the development of national security strategy. From historical evolution, theoretical foundation and principles, this paper aims to investigate the Pol-Mil Exercise in terms of its application on national security strategy, followed by constructing a basic model of Pol-Mil Exercise that can help develop Taiwan’s national security strategy. The feasibility for applying this model to the national security strategy will be verified. During the research process, this study identifies how important the crisis management mechanism of the national security council is on the development of national security strategy; it is thus necessary to implement Pol-Mil Exercise. Accordingly, this study makes concrete suggestions on the establishment of Taiwan’s Pol-Mil Exercise in order for the ROC government to build up a database and integrate national comprehensive resources.
