By enhancing its naval forces, the South China Sea Fleet of the PLA Navy safeguards PRC’s core interests. In recent years, PLA Navy has been reinforcing the fleet’s operational capability in order to consolidate sovereignty, maintain the security of SLOC for energy, conduct international rescue missions, and carry out maritime escort operations. Through all these,the South China Sea Fleet has been able to maintain regional security, and its deterrent capability can not be ignored. In 2013,the PLA Navy launched at least seventeen new ships into service, most were deployed in the South China Sea Fleet.The main purpose is to establish a solid force in the South China Sea and the Indian Ocean, and to build a more powerful and modernized navy force. This study analyzes the recent specific development and strategic intent of the PLA Navy South China Sea Fleet. The researcher has discoved that the PRC is actively promoting the construction of bases in South China Sea islands to provide fleet protection and logistics, and to enhance operational effectiveness in the region. The South China Sea Fleet will be able to further secure the solid control of the waters in the Indian Ocean, after the aircraft carrier battle group joins in the future. It has posed a significant impact on the security of the Asia Pactific region.
