In recent years, China has enhanced its military strength which is causing increasing concern in countries around the world. Especially, in the wake of the Gulf War, China has been devoting to the revolution in military affairs (RMA) by promoting the so-called "revolution in military affairs with Chinese characteristics." This has not only resulted in greater pressure on the security of ROC, but also impacted on the security of Asia, and even the world. Hence, China will be one step closer to the goal of establishing a "world-class military force".
The examination of the change of war type and trend of RMA is guided by the innovation of military theory, with focus on information technology and development of weapon system, along with the restructuring of operational organization as the transition guidance. This has become the mainstream of RMA. In light of this, the Army needs advance with the times in order to meet the demand of high-tech war. Through a complete transformation, the RMA becomes inevitable to maintain national security and protect national interests.
The current modernization of the PLA Army adopts an active "leaps and bounds" method. It focuses on the restructuring of Army organization, improvement of personnel quality, and advancement of the sophisticated weaponry. In the whole process of reform, the PLA Army has gradually accumulated the capability in which the international community should not ignore. In other words, the PLA army is no longer the "Eighth Route Army" which relies on "human wave tactics" to defeat enemy; it is, however, a lean, integrated, agile and modernized army.
