This research utilizes Markov-chain Model to estimate the teachers’ human resources in the next following five years based on different types of teachers transfer for the past five years. According to the results, the conclusions of this study are as follows, The percentage of formal teachers will drop to 70% estimated by the research, decreasing year by year based on the condition of the formal teacher selection in Hualien County for the past five years. The number of formal teachers in Hualien County is going to be less than 600 in 2018. The percentage of the formal teachers in Hualien County will be lower than 65% in 2019, supposing that the formal teacher selection is not held in the next following five years.In circumstances of 30 formal teachers selected every year, the percentage of the formal teachers in Hualien County will maintain 80% and above.
