The Government believes that privatization has better performance, so it privatizes state-owned enterprises in three basic principles which consists of privatization, government regulation and public oversight. This study takes relatively efficient management mechanism of private companies, governmental regulation, safety and security of aviation into consideration, and on the background of public oversight on township flight, to investigate which is the best way of privatizing Hualien Airport and recommend the appropriate solution to the privatization for future policy plan. The author assesses and analyzes in two scopes of literature review and expert interview, and the result illustrates feasibility in below priorities: 1. Imitating the Taiwan Port Company’s privatization model, “One head with several subsidiaries”, 2. Overall package mode which suggests to divide airport company into two mother companies to compete one another, 3. Taking advantage of Act for Promotion of Private Participation in Infrastructure Projects to apply for the mode of private institution build and government own.
