The Key Stage 1 and 2 students should be provided with opportunities for learning how to read and develop their reading skills. Students at younger ages need to learn and absorb new knowledge by reading. However, how to help students learn and absorb the essence of reading texts will rely on teachers’ guidance and the use of effective teaching approaches. The students need to learn how to apply reading strategies in understanding the texts. Hence, the practice of teachers’ teaching should be aimed at developing students’ reading skills. This study was aimed to first explore the elements influencing the reading performance of Key Stage 2 students, secondly develop a teaching plan which will help to improve students’ reading skills, and finally analyze the elements enhancing the development of students’ reading skills. This study was conducted by adopting a case-study approach with the use of research techniques including classroom observations, interviews with students and parents, and document collection. The researcher, also as a teacher of Key Stage 2, had chosen her own classroom as research setting; there were totally 17 students in this class and participating in this research. It was found: 1. Family environment and learning resources, reading habit and learning motivation, reading skills and prior knowledge are the elements influencing students’ reading performance; 2. The teaching plan is to improve students’ language skills and reading motivation by assisting them to apply reading strategies; 3. The implementation of teaching plan has succeeded in helping students to understand the texts and improve their reading skills; 4. Teachers’ teaching profession, students’ use of reading strategies, and text content are important elements enhancing the development of students’ reading skills. Based on the research findings, this research has also given suggestions to local administrative units, individual teachers and future research for references.
