The target students of the program were the pupils from Hualien Elementary Schools. To serve this purpose, qualitative research approach was applied. The history of the development in aspect of After School Alternative Program was elaborated. Comparative analysis was made based on data gathered from literature, official documents, and interviews that were grounded on related theoretical frameworks.Conclusions were as follows: 1. Factors impact on policy implementation (1) The attitudes and intentions of school principals and program undertakers (2) Selection of qualified teachers, parents’ willingness, inefficiency caused by overloaded paperwork 2. Devotion of the instructors (1) Improvement of the pupils depends on the passion and qualification of the instructors. (2) The above-mentioned predicament is apparent in rural area schools. 3. Project and Evaluation (1) Diagnostic assessment about schoolchildren improvement and the official evaluation from the Ministry of Education are parts of the project. (2) The infliction of official formalism in aspect of program evaluation on the undertakers 4. Ineffectiveness due to three factors (1) Attitude of the principal (2) Devotion of the instructor (3) Qualification of the program undertaker In sum, the research was conducted in hope of providing suggestions for the education authorities, elementary schools and potential researchers, if we want to succeed in our efforts to the improvement of remedial instruciton in the future.
