The challenge Dr. Mao confronted emerged as a crucial part of the whole educational policy reform in higher education in reaction to the fastpaced, constantly changing sociopolitical milieu and the general public’s repetitive call for democracy and freedom in education. Since the 1980s, as a result of Taiwan’s skyracketing development in hightech fields, there has been an urgent need for talents in the high tech sciences; in the meantime, with the social order yet to be reestablished, the society called for better civil education among the people. Thus, the newly set goal for educational policy was to better the quality of the country’s education in all aspects, in particular in the division of higher education, which has long been recognized as the benchmark well reflecting the country’s educational system and has served as an index offering decision makers a general idea of what to do next and where to go from the current point.   In order to achieve the aforementioned goal and to fulfill the desired research methodology, through interviews (both the design and implementation), this research is meant to set off the uniqueness of the research methodology and effectiveness / beneficial nature of the content. Hopefully, via historical studies on educational policy, we may have a better understanding of the proficiency of the dissemination and research of effect. 1.Uniqueness: The research involves both literature review / archive analysis and indepth interviews with subjects/informants, including educators/ professionals in the educational sectors. Over 20 interviews have been conducted in the past ten and more years. The researcher and educators / professionals periodically meet to verify the accuracies of the information and throughout the course of the research, form some kind of partnership. 2.Effectiveness / beneficial nature: The research paper is hoped to offer useful information , also aims to analyze and disscuss are as follows: (1) confirming the sociopolitical context in which Dr. Kao grew up and in turn the context’s impact, inspirations and otherwise, on his development as a human being, an administrator and a cultural being. (2)understanding course of Dr. Kao’s education, both domestic and abroad, his numerous academic research projects along with his leadership in higher education reform. (3) probing Dr. Kao’s sense of mission and education, his overall map for higher edcation policy and vision.
