Seven teachers in Hualien County were chosen as the subjects, interview surveys and classroom observations were thus adopted. Departing from literature review and analysis, this study has achieved certain conclusions as follows: 1. In terms of the ideas as well as the approaches of the NIE implementation, this study has discovered that the objective of NIE identified with by the most teachers is ‘Increasing the Learning Width and Expanding the Perspectives’. The teachers asked students to spend their fragmentary time reading newspapers as ‘Free Reading’ while utilizing the whole class session to carry out NIE for ‘Specific Purpose/s’. Those teachers, who made use of the language classes, mainly followed the teaching objectives set up by that specific field and regarded reading newspaper as some teaching material. Regarding the design of teaching activities, the author discovered that different NIE activities were held by the teachers in accordance with developments of different students. 2. In terms of the reading components employed by the NIE, this study has discovered that the components emphasized by teachers working with junior-grade, middle-grade and senior-grade students conformed respectively to the corresponding phases of reading development; furthermore, ‘Summarizing’ is the component skill highlighted by the most teachers. 3. In terms of the predicaments encountered by the NIE teachers, external ones were stressed by teachers instead of internal ones. Yet the internal predicaments were also significant. It was also found that there were some important straits of their NIE strategies for the remote areas, further analysis and discussion can be found in this study.
